CARB says that once a Clean Truck Check registration hold is placed, DMV transactions for that truck are restricted until it is back in compliance. In other words, no renewal until the test is done.
Test deadlines are doubling
Most heavy-duty trucks test twice a year today. However, starting October 2027, CARB requires OBD-equipped trucks to test four times a year, so the next deadline always comes around fast.
Turned away at the port
According to CARB, non-compliant vehicles may be denied entry to ports and railyards. As a result, a paperwork problem quickly turns into a lost load.
A test alone isn’t enough
Separate from the test, CARB charges an annual per-vehicle compliance fee in the CTC-VIS portal. That’s why a passing result by itself doesn’t always clear a truck.

What Is the Clean Truck Check?
Clean Truck Check is CARB’s Heavy-Duty Inspection and Maintenance program. It requires periodic emissions testing for diesel and alternative-fuel trucks over 14,000 lbs GVWR that operate on California roads, including trucks registered in Nevada and other states. Trucks that miss a deadline can fall out of compliance, and CARB can block a California registration renewal until the truck is compliant.
