In California, the steps are linked. Because the DMV needs CARB compliance and, for heavier trucks, a stamped Schedule 1, one missing piece stops the whole renewal.
A DMV registration hold
CARB says that once a Clean Truck Check registration hold is placed, DMV transactions for that truck are restricted until it is back in compliance. In other words, no renewal until the test is done.
No Schedule 1, no registration
The IRS tells truckers to use the stamped Schedule 1 as proof of payment when registering with the state. So if your truck runs at 55,000 lbs or more, registration stalls without it.
